Job Description
Overall Responsibilities
- Ensures that the Project Controls Processes are carried out in accordance with the Design & Construction Engineering Manual (EM Lite) and the specific project-related Project Controls Plan.
- Coordinates leads/supervises and monitors the Project Controls activities of Contractors and other involved parties.
- Manage the interface for Project Controls activities to all required internal Departments involved in the project (e.g. Finance, Procurement).
- Implements project controls procedures and systems, project controls training and workshops for project management team and/ or contractor.
- Strong scheduling experience is required with the ability to manage cost.
- Includes projects in the portfolio ranging in value from (USD)200K to (USD)10M and stand-alone medium and large projects (USD)10M to (USD) 200M.
Scheduler Duties
- Provide project scheduling support and controls to a portfolio of 100+ projects, $100,000 - $10M and for a small portfolio of projects?$10M.
- Ensure latest Critical Path Networking methodology is used consistently to schedule projects.
- Assist in project portfolio management using scheduling logistics and techniques.
- Produce detailed critical path network schedules for projects within a standard Work Breakdown Structure.
- Analyze schedules (submitted in various software packages, primarily MS Project) from architects, engineering firms and general contractors. Verify schedule integrity and evaluate logic and float paths. Evaluate activity sequences for construct-ability. Make recommendations to manage float and (re)-sequence activities (if required) to achieve project milestone dates and interim target completion dates, and be executed in the most efficient manner possible.
- Assess impacts to the critical path and near-critical activities and report to the project team.
- Monitor schedule deviations and variances and assist in developing alternate methods for corrective action.
- Prepare and provide schedule progress reports, trending charts and schedule analysis on a periodic basis. Maintain record of scope changes, trends and variances that potentially affect schedule performance.
- Ensure credibility of the information contained in the schedule. Review schedules with project team members on a regular basis to ensure that accurate and timely data is incorporated in the schedule.
- Analyze change orders for schedule impacts; ensure change orders adhere to department policies.
- Perform job-site walks to verify physical progress of scheduled activities.
- Facilitate project risk meetings and/or interactive planning meetings as required by the project team.
- At the completion of projects, develop and record the projects historical schedule information and lessons learned for future use.
Cost Controls Duties
- Implements cost control, total project forecasting, and monthly cash-flow forecast based on the analysis of the actual incurred cost against the agreed budget, inclusive of work in place and project trends.
- Monitor cost performance to detect and understand variances from the budget.
- Produce accurate and unbiased cost forecasts at a detailed and summary level.
- Identify and ensure early warning of adverse cost trends such that corrective actions may be taken.
- Manage, review, and approve the project change requests (PCN Process).
- Incorporates the changes to the scope, schedule, and cost into reporting.
- Provides input to the project reports including Project Monthly Reports and is accountable for cost and schedule data in Cora PPM.
- Assist in the implementation of project financial accounting procedures and systems.
- Reviews GC GMP bids as a member of the bid review team.
- Establishes and maintains WBS (Work breakdown Structure) and project cost ledger.

Technical Skills
- Strong expertise in current / best practices project controls techniques including cost, schedule, scope, and risk management.
- Capable of producing from a blank sheet of paper a conceptual schedule from initiation through to close out; identify major phases through that timeline and be able to discuss dependencies.
- Knowledge of system start-up sequences and major dependencies.
- Skilled in MS Project and Primavera.
- Some general project management experience and estimating knowledge.
- Proficient in using MS-Office and/or Google Suite applications.
- Very good data analytical skills and advanced Excel skills.
- Knowledge of SAP finance module.
- Experience utilizing a CAPEX Project Portfolio Management system to manage CAPEX projects. (e.g. Unifier, Ecosys, Ebuilder, Cora).
- Tableau/Smartsheet software skills are highly desirable.
Experience and Certifications
- Bachelors degree in Engineering, Construction Management or Business Management, Masters degree or quantity surveying degree an advantage.
- Minimum of 10 years of experience in the construction industry, project controls consultancy, or as owners project controls lead.
- Certification by AACE in planning / scheduling or PMP Certification is a plus.
Pay Rate Range: 75-90/hr. Salary will be commensurate with experience
