• Duration: 12 months with anticipated extensions

• Schedule: 40hrs/week standard; 10+ hours OT typical

• Pay Rate: $130-$140/hr on 1099 | $110-$115/hr on W2

The Opportunity
Planet Pharma is partnering with a large-scale pharmaceutical capital program in Lebanon, IN to identify a Building CSA Project Manager. This is a senior owner’s representative role reporting directly to the Project Director, providing governance oversight and decision authority for the Building Civil, Structural, and Architectural scope across the program.
This is not a technical SME role, a construction management seat, or a discipline engineering position. The right candidate is a seasoned project manager and governance leader who provides decision clarity, drives accountability, manages change, and ensures the General Contractor has what it needs to deliver safely, on schedule, and within budget. If you’ve delivered large pharmaceutical or regulated capital programs from the owner’s side and know how to lead through authority rather than execution, this is your role.

What You’ll Own
Governance & GC Interface

• Serve as the primary day-to-day governance interface between the owner and the General Contractor for all Building CSA scope — maintaining regular engagement, remaining accessible and decisive, and proactively determining disposition and escalation pathways for issues and queries
• Maintain daily governance visibility to validate contractor priorities, commitments, readiness, and risk exposure — identifying sequencing impacts, resource constraints, and emerging risks and escalating through appropriate channels
• Maintain structured and transparent engagement with the General Contractor to support governance decisions and issue disposition
• Respond to escalations from Construction, System Owners, and C&Q — determining disposition and escalation path while execution of corrective actions remains with the

Contractor

Scope, Cost & Schedule Management

• Deliver the Building CSA scope on schedule, within budget, and to approved scope and quality standards through effective governance, prioritization, and escalation
• Set and communicate clear project expectations to the project team on scope, design, schedule, cost, and change management
• Maintain disciplined governance of project risks, costs, and schedule performance — ensuring corrective actions are defined, assigned, and executed by the responsible party, and escalated where required
• Monitor approved contracts and collaborate with procurement and the General Contractor to identify and implement performance corrections where required

Change Control & Risk Management

• Manage project change requests for the Building CSA scope — assessing impact on scope, budget, and schedule and communicating outcomes to the change requester and General Contractor within delegated governance thresholds
• Effectively manage Project Deviation Notices (PDNs) with the General Contractor and coordinate approval when raised
• Maintain disciplined risk governance — identifying, tracking, and escalating risks that could impact scope, schedule, or cost performance

Reporting & Leadership

• Provide accurate and timely reporting of Building CSA performance, progress, risks, and cost status to senior leadership — including monthly progress and cost reports
• Chair weekly project team meetings — preparing focused agendas and holding team members accountable for delivery
• Attend project steering meetings presenting status, schedule, risks, and lookaheads for the Building CSA scope
• Reinforce adherence to approved safety programs led by the EHS function — foster a culture of safety within the team and ensure timely resolution of safety issues through appropriate responsible functions
• Drive continuous improvement — capturing lessons learned and best practices to enhance project performance

What We’re Looking For

• Bachelor’s degree in Engineering, Construction Management, Project Management, or a related technical discipline — Master’s degree preferred
• Minimum 10 years of experience delivering large-scale pharmaceutical, biotechnology, or life sciences capital programs valued between $500M and $2B — greenfield experience strongly preferred
• Proven experience managing EPC or General Contractors on complex, highly regulated construction programs from the owner’s side
• Demonstrated end-to-end project delivery capability across design, construction, commissioning, and handover phases
• Strong understanding of pharmaceutical manufacturing facilities, GMP requirements, and regulated construction environments
• Deep expertise in project management governance — schedule control, cost management, risk management, change control, contract administration, and procurement strategy
• Highly effective communicator and leader with strong negotiation and conflict resolution skills — comfortable operating decisively in fast-paced, high-pressure capital program environments

Nice to Have

• Direct experience on large-scale greenfield pharmaceutical API or drug substance manufacturing capital programs
• Familiarity with Civil, Structural, and Architectural construction scope in a pharmaceutical or regulated industrial setting
• Experience working within an EPCM or GC-led delivery model from the owner’s governance side
• PMP or equivalent project management certification
