Project Controls Engineer (Quantity Surveyor)

- Pay Rate: W2 – $85 – $115/hr | 1099 – $95 – $130/hr
1.0 Purpose of Role
Our client is currently delivering a large-scale pharmaceutical manufacturing facility as part of a major capital expansion program in Central Indiana. As construction activity accelerates across the program, the owner’s team requires dedicated Quantity Surveying support to protect the project’s commercial position and ensure cost accountability across all active construction scopes.
The Quantity Surveyor will be embedded within the owner’s construction team -working directly alongside the Construction Director and project leadership to manage contractor valuations, control change order costs, and maintain real-time visibility into program spend. With multiple contractors, significant CAPEX exposure, and a complex multi-discipline construction environment, the QS function is critical to ensuring the program is delivered on budget, with full commercial transparency, and in accordance with contractual obligations.
This is an owner-side role.
2.0 Responsibilities
- Prepare, review, and maintain construction cost estimates, bills of quantities, and cost plans across all phases of the capital program
- Manage contractor payment applications and interim valuations — reviewing, challenging, and certifying amounts due in accordance with contract terms
- Administer construction contracts on behalf of the owner — managing contractor correspondence, notices, and contractual obligations throughout the program lifecycle
- Review, assess, and negotiate change orders and contract variations — providing independent cost advice to project leadership and ensuring commercial alignment before approval
- Maintain real-time cost reports and forecasts — tracking actual spend against budget, identifying variances, and communicating cost status to the Construction Director and project leadership
- Develop and maintain the project cost management system — ensuring all cost data is accurate, traceable, and audit-ready
- Support risk quantification and contingency management — identifying commercial risks and advising on mitigation strategies
- Review contractor claims and dispute resolution submissions — providing independent assessment and supporting negotiation and resolution
- Coordinate with the project controls and scheduling team to ensure cost and schedule are integrated and aligned
- Support procurement activities including bid evaluation, tender analysis, and contract award recommendations
- Verify that contractor invoicing and billing is accurate and consistent with certified valuations and contract terms
- Participate in project coordination and commercial meetings — communicating cost status, open commercial issues, and emerging risks to project leadership
- Support final account preparation and closeout — ensuring all contractor accounts are settled and documented in accordance with contract requirements
3.0 Qualifications
- Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or related discipline
- RICS chartership (MRICS or FRICS) strongly preferred
- 7+ years of experience in quantity surveying or construction cost management on large capital construction programs
- Experience on pharmaceutical, biotech, industrial, or similarly complex regulated construction programs preferred
- Strong knowledge of construction contract forms — NEC, FIDIC, or equivalent
- Demonstrated experience managing contractor valuations, change orders, claims, and final accounts on programs of significant scale and complexity
- Proficiency in cost management software and tools — CostX, Candy, or equivalent
- Strong analytical skills with advanced Excel proficiency
- Familiarity with construction scheduling tools (Primavera P6, MS Project) preferred
- Excellent communication and negotiation skills — able to represent the owner’s commercial position clearly and confidently with contractors and project leadership
- OSHA 30 preferred
